Nicky is on a honeypot mission to seduce Joe for whatever bad guy team. He's good at his job and has Joe eating out of his hand pretty quickly, but he's not there of his own free will. Whether that's some sort of Stockholm syndrome/Winter Soldier-esque brainwashing, or because the bad guys have some sort of leverage on him or are threatening him/his family, he's only doing this because he doesn't have any other option.
Cue dubcon on both sides, for Joe thinking they're having a normal relationship only to find out later what's going on, and for Nicky being forced into it by someone else.
+This not being the first mission like this Nicky has done, but definitely the first one where he's actually liked the mark ++Nicky feeling horrible about tricking Joe without even registering that it's not fair to him, either +++Joe finding out and helping Nicky escape his handlers
